2007-2008 Budget Session of the Tibetan Exile Government

The Preliminary Budget of the Tibetan Exile Government was handed over to the Tibetan Parliament in Exile (TPIE) in the month of February.
The Speaker and the Deputy Speaker of the Parliament alloted five deputy members’ Committee of budget estimation (Tsoepag Tsogchhung). The committee surveyed all the governmental departments’ preliminary budgets and also discussed with the respective accountants and secretaries on the concerned matters.Eventually, the committee submitted its report to the parliament.
During the 3rd Session of the 14th Tibetan Parliament in Exile (TPIE), the Tibetan Prime Minister cum Finance Minister Prof. Samdong Rinpoche spoke on the preliminary 2007-2008 budget of the Tibetan Exile Government.
Starting from 14th to 27th March, there was detailed discussion and debate in the parliament where the respective ministers gave answers and clarifications to the questions and doubts of the deputies.
There is an applaudable systematic improvement in the preliminary budget of the Exile Government. Even though, the condition to enact the yearly budget of the exile government to be done by TPIE is vividly written in the Tibetan Charter of 1991 but till 2002-2003 annual budget, the specific budget was not over all managed by TPIE.
A big change from 2002-2003 budget till date, the whole responsibility of the budget is being undertaken by TPIE and the 2006-2007 budget was the first ever budget where there is decrease in expenditure rate and increase in income rate. Additionally, the current 2007-2008 budget is completely free from high expenditure rate, debt and interest to the debt and as a result, this is the first ever budget of the exile government which is purely free from all these three big defects. So therefore, it can be said here that, the financial status of the exile government is being directed towards brighter direction.
During the 3rd Session of the 14th TPIE, the Parliament approved and sanctioned the total amount of Rs.1,050,953,917.00 (Rupees One Thousand Fifty Million,Nine Lakh,Fifty Three Thousand, Nine Hundred Seventeen Only) for 2007-2008 budget of the Tibetan Government in Exile.The detail is as follow:
1) Rs.1,840,022.00 for Private Office of H.H.The Dalai Lama,Speaker and Deputy Speaker
of the TPIE,Senior Judge and other two of the Tibetan Supreme Justice Commission.
2) Rs.18,535,664.00 for the Legislature, the Secretariate of the Parliament and the Tibetan
Supreme Justice Commission and its two branches.
3) Rs.185,829,651.00 for the political activities of the government offices.
4) Rs. 82,280,557.00 for the administrative departments of the government.
5) Rs. 515,736,795.00 for public related offices.
6) Rs. 192,961,716.00 for other undecided expenses.
7) Rs.35,959,061.00 for seven Tibetan Settlements without Local Assembly.
8) Rs.17,810,451.00 for hospitals and dispensaries under Deptt.of Health (DOH)
